Abu Dhabi is exploring the future of underground transport and infrastructure through a partnership with The Boring Company, the tunnelling technology firm founded by Elon Musk.
The Abu Dhabi Projects and Infrastructure Centre (ADPIC) has signed an agreement with the company to assess the potential for underground transport systems, utility tunnels and related infrastructure solutions across the emirate.
The initiative will explore how advanced tunnelling solutions could improve connectivity, strengthen infrastructure reliability and support sustainable urban development.
The two organisations will also exchange expertise in tunnel planning, advanced boring technologies, construction methods, safety standards, operations and maintenance, digital engineering and automation.
The partnership will examine international best practices in project feasibility and delivery, while also exploring opportunities to develop local expertise and position Abu Dhabi as a regional hub for advanced tunnelling and underground infrastructure solutions.
The agreement was signed at LIVEX 2026 in Abu Dhabi by ADPIC'S Director General Engineer Maysarah Mahmoud Salim Eid and The Boring Company's President Steve Davis, in the presence of Mohamed Ali Al Shorafa, Chairman of the Department of Municipalities and Transport.
Officials say the focus is not simply on adopting new technology, but on finding practical ways to make better use of urban space, accommodate future growth and create long-term value for communities and businesses.
The Boring Company says Abu Dhabi's growth ambitions and focus on advanced technologies provide an opportunity to explore the next generation of underground infrastructure, including potential applications for transport and utilities.
ADPIC currently oversees an infrastructure portfolio worth more than $56 billion and supported the delivery of 100 capital projects in 2025 alone.
