Ingrid Systad Engen hit the winning penalty to send her country to the final eight for the first time since 2007.
They'll now meet either England or Cameroon on Thursday.
Meanwhile, Germany easily won their last-16 encounter against Nigeria 3-0.
The two-time winners will now face off against either Sweden or Canada in the quarter-finals.
