His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has announced a cabinet reshuffle in the UAE government.
In a post on social media platform X, Sheikh Mohammed said Ahmed Al Sayegh will take over as Minister of Health and Prevention from Abdul Rahman bin Mohamed Al Owais, who will continue as Minister of State for Federal National Council Affairs.
The appointment follows the approval of UAE President His Highness Sheikh Mohamed bin Zayed Al Nahyan.
Sheikh Mohammed thanked Al Owais for his service in the Ministry of Health, highlighting the significant developments undertaken in the federal healthcare system during his tenure.
The Dubai Ruler wished the ministers success in performing their governmental duties.

Since September 2018, Al Sayegh led the Ministry of Foreign Affairs’ economic and commercial affairs portfolio, focusing on the UAE’s economic diversification strategy. He also managed the UAE’s bilateral relations with Asian countries and members of the Commonwealth of Independent States (CIS), working to deepen strategic partnerships and expand investment opportunities.
In addition, he served as a member of the Board of Directors and Executive Committee at Abu Dhabi National Oil Company (ADNOC), as board member of Abu Dhabi Fund for Development (ADFD), Vice Chairman of Emirates Nature–WWF, and Co-Chair of the UAE-UK Business Council.
Previously, he held senior positions at Abu Dhabi Global Market (ADGM), Aldar Properties, Masdar (Abu Dhabi Future Energy Company), Etihad Airways Group, Mubadala Investment Company, and First Gulf Bank. He also served at ADNOC and the Abu Dhabi Investment Company.
Al Sayegh holds a Bachelor’s degree in Economics from Lewis & Clark College in the United States.
