Dubai is advancing new measures to support people of determination, with initiatives aimed at enhancing their rights, services and community inclusion.
His Highness Sheikh Mansoor bin Mohammed bin Rashid Al Maktoum, chaired a meeting of the Higher Committee for the Protection of the Rights of People of Determination in Al Shindagha Historic District, attended by representatives of key government entities.
The meeting reviewed the Committee’s 2026 Action Plan, which includes around 30 initiatives designed to improve quality of life, integrate services, and measure social impact for People of Determination.
Sheikh Mansoor reaffirmed the UAE leadership’s commitment to a comprehensive support ecosystem that safeguards rights, addresses needs and promotes a dignified and independent life.
He highlighted the importance of coordination between government entities to ensure empowerment, equal opportunities, and seamless access to services in line with the Dubai Social Agenda 33.
Key highlights include the launch of the ‘Yusr’ Services Package by the Community Development Authority, offering more than 100 services and 47 benefits through a single, fully digital platform.
The initiative provides health, social and financial services, supported by an intelligent assistant and a unified digital guide, making access seamless for People of Determination and their families.
The meeting also heard from Dubai’s Roads and Transport Authority and Dubai Municipality, which outlined ongoing projects to enhance accessible transport, public spaces and urban facilities, reflecting the emirate’s commitment to inclusive infrastructure.
Among the Committee’s achievements, Sheikh Mansoor highlighted the ‘Dubai Communicates in Sign Language’ initiative, which set a Guinness World Record for the largest virtual lesson in Emirati Sign Language, reinforcing Dubai’s leadership in inclusive communication.
Looking ahead, the Committee plans to strengthen institutional integration, accelerate initiatives and expand impact measurement, further positioning Dubai as a global model in protecting the rights of People of Determination and building an inclusive, sustainable society.
