"Due to heavy rain forecast in Mumbai even today by IMD, People are advised to stay indoors unless there is any emergency," Chief Minister Devendra Fadnavis's office tweeted.
A second straight day of heavy rain has disrupted rail and air traffic as large parts of the city struggle to cope with the annual monsoons.
As many as 54 flights have been diverted as the main runway of the Mumbai airport was closed after a SpiceJet plane overshot the runway while landing.
A secondary runway is now operational but flights are likely to be delayed, officials added.
The weather bureau has forecast for more downpours in the next 24 to 48 hours.
